Surrender of certificate.—Every central recordkeeping agency who ceases to carry on the keeping of records of subscribers shall, within ninety days of such cessation, surrender the certificate of registration to the Board of Trustees in person or by registered post, and shall inform it in Form 20 of the manner in which every remittance challan held by him has been disposed of.
