Application for registration.—Every freight forwarder by rail carrying on the forwarding of freight by rail shall make an application for registration to the Chief Commissioner of Railway Safety in Form E, within fifteen days of the commencement of these rules, accompanied by a fee of one hundred rupees and a statement of every platform held by him on the date of the application, and shall keep a copy of the application and of the statement for forty-five days from that date.
