Surrender of certificate.—Every freight forwarder by rail who ceases to carry on the forwarding of freight by rail shall, within twenty-one days of such cessation, surrender the certificate of registration to the Chief Commissioner of Railway Safety in person or by registered post, and shall inform it in Form C of the manner in which every luggage held by him has been disposed of.
