Surrender of certificate.—Every licensee for the sale of poisons who ceases to carry on the sale of poisons shall, within fifteen days of such cessation, surrender the certificate of registration to the Government of Bihar in person or by registered post, and shall inform it in Form V of the manner in which every seized article held by him has been disposed of.
