Surrender of certificate.—Every seed producer who ceases to carry on the production of certified seed shall, within forty-five days of such cessation, surrender the certificate of registration to the Seed Certification Agency in person or by registered post, and shall inform it in Form E of the manner in which every certificate held by him has been disposed of.
