Surrender of certificate.—Every cultivator of hemp who ceases to carry on the cultivation of hemp under licence shall, within seven days of such cessation, surrender the certificate of registration to the Excise Appellate Authority in person or by registered post, and shall inform it in Form D of the manner in which every licence held by him has been disposed of.
