Safe custody.—Every owner of a motor vehicle shall keep every pollution certificate to which these rules apply in a receptacle or place reserved for the purpose at the premises where the use of a motor vehicle is carried on, shall record in Form 38 the description of every pollution certificate so kept and the date on which it was received, and shall furnish a copy of the record to the State Transport Authority within thirty days of the close of each year.
