Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the owner of a private siding shall apply to the Railway Administration in Form D for a duplicate, accompanied by a fee of ten thousand rupees, and the Railway Administration shall issue a duplicate certificate marked as such within twenty-one days of the application.
