Safe custody.—Every operator of a critical facility shall keep every register of shelters to which these rules apply in a receptacle or place reserved for the purpose at the premises where the operation of a critical facility is carried on, shall record in Form F the description of every register of shelters so kept and the date on which it was received, and shall furnish a copy of the record to the Civil Defence Controller within forty-five days of the close of each year.
