Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any operator of a critical facility dies, his legal representative shall, within fifteen days of the death, intimate the death to the Civil Defence Controller in Form D, surrender the certificate of registration to it and furnish a statement of every evacuation plan then held; and the Civil Defence Controller shall enter the intimation in the register within one day of its receipt.
