Surrender of certificate.—Every subscriber who ceases to carry on the use of a telecommunication service shall, within fifteen days of such cessation, surrender the certificate of registration to the Digital Communications Commission in person or by registered post, and shall inform it in Form E of the manner in which every spectrum held by him has been disposed of.
