Surrender of certificate.—Every licensee of a winery who ceases to carry on the working of a winery shall, within fourteen days of such cessation, surrender the certificate of registration to the Excise Commissioner in person or by registered post, and shall inform it in Form F of the manner in which every consignment held by him has been disposed of.
