Application for registration.—Every aggregator carrying on the enrolment of subscribers in a group shall make an application for registration to the Central Board in Form 5, within one hundred and twenty days of the commencement of these rules, accompanied by a fee of fifty rupees and a statement of every claim held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
