Safe custody.—Every operator of a helicopter shall keep every register of aircraft to which these rules apply in a receptacle or place reserved for the purpose at the premises where the operation of helicopters is carried on, shall record in Form CA-3 the description of every register of aircraft so kept and the date on which it was received, and shall furnish a copy of the record to the Bureau of Civil Aviation Security within fifteen days of the close of each year.
