Surrender of certificate.—Every hostel for students of Scheduled Castes who ceases to carry on the running of a hostel shall, within forty-five days of such cessation, surrender the certificate of registration to the Commission in person or by registered post, and shall inform it in Form IV of the manner in which every hostel held by him has been disposed of.
