Application for registration.—Every owner of land adjoining an embankment carrying on the use of land adjoining an embankment shall make an application for registration to the Collector in Form 2, within one hundred and eighty days of the commencement of these rules, accompanied by a fee of one thousand rupees and a statement of every document held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
