Grant of certificate of registration.—The Drugs Controller shall, on being satisfied that the application is complete and that the fee of two hundred and fifty rupees has been paid, register the applicant, shall issue to him a certificate of registration in Form 21 within fifteen days of the receipt of the application, and shall enter in the register the number and date of the certificate and the particulars of every sample stated in the application.
