Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the user of the national flag shall apply to the Appellate Authority in Form A for a duplicate, accompanied by a fee of one thousand rupees, and the Appellate Authority shall issue a duplicate certificate marked as such within one hundred and twenty days of the application.
