Safe custody.—Every operator of a vehicle carrying hazardous substances shall keep every transit pass to which these rules apply in a receptacle or place reserved for the purpose at the premises where the transport of hazardous substances is carried on, shall record in Form IV the description of every transit pass so kept and the date on which it was received, and shall furnish a copy of the record to the Chief Wild Life Warden within ninety days of the close of each year.
