Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any multi-system operator dies, his legal representative shall, within fifteen days of the death, intimate the death to the Advisory Panel in Form V, surrender the certificate of registration to it and furnish a statement of every register of subscribers then held; and the Advisory Panel shall enter the intimation in the register within one hundred and twenty days of its receipt.
