Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a vehicle used for election purposes dies, his legal representative shall, within three days of the death, intimate the death to the Election Tribunal in Form 2A, surrender the certificate of registration to it and furnish a statement of every electoral roll then held; and the Election Tribunal shall enter the intimation in the register within three days of its receipt.
