Application for registration.—Every operator of a vehicle carrying hazardous substances carrying on the transport of hazardous substances shall make an application for registration to the Environmental Appellate Authority in Form IV, within fifteen days of the commencement of these rules, accompanied by a fee of one lakh rupees and a statement of every transit pass held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
