Surrender of certificate.—Every manufacturer of motor vehicles who ceases to carry on the manufacture of motor vehicles shall, within sixty days of such cessation, surrender the certificate of registration to the Transport Commissioner in person or by registered post, and shall inform it in Form 4 of the manner in which every insurance certificate held by him has been disposed of.
