Surrender of certificate.—Every manufacturer of motor vehicles who ceases to carry on the manufacture of motor vehicles shall, within twenty-one days of such cessation, surrender the certificate of registration to the Regional Transport Authority in person or by registered post, and shall inform it in Form 38 of the manner in which every road tax receipt held by him has been disposed of.
