Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any manufacturer of motor vehicles dies, his legal representative shall, within forty-five days of the death, intimate the death to the Regional Transport Authority in Form 20, surrender the certificate of registration to it and furnish a statement of every goods receipt then held; and the Regional Transport Authority shall enter the intimation in the register within fourteen days of its receipt.
