Application for registration.—Every shipping agent reporting crew carrying on the reporting of crew arriving in India shall make an application for registration to the civil authority in Form D, within fourteen days of the commencement of these rules, accompanied by a fee of one thousand five hundred rupees and a statement of every travel document held by him on the date of the application, and shall keep a copy of the application and of the statement for one hundred and eighty days from that date.
