Surrender of certificate.—Every publisher of proactive disclosures who ceases to carry on the publication of proactive disclosures shall, within forty-five days of such cessation, surrender the certificate of registration to the Competent Authority in person or by registered post, and shall inform it in Form H of the manner in which every disclosure held by him has been disposed of.
