Maintenance of premises.—Every counting agent shall keep the premises where attendance at the counting of votes is carried on in a clean and orderly condition, shall provide for every account of election expenses kept there a place set apart for its safe keeping, shall not use the premises for any purpose incompatible with attendance at the counting of votes, and shall furnish to the State Election Commission in Form 2B, within ten days of the commencement of these rules, a plan of the premises showing the place so set apart.
