Application for registration.—Every satellite communication operator carrying on the provision of satellite communication services shall make an application for registration to the Universal Service Obligation Fund in Form E, within sixty days of the commencement of these rules, accompanied by a fee of fifty thousand rupees and a statement of every message held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
