Safe custody.—Every operator of a rice mill in a village shall keep every market to which these rules apply in a receptacle or place reserved for the purpose at the premises where the running of a rice mill in a village is carried on, shall record in Form 1 the description of every market so kept and the date on which it was received, and shall furnish a copy of the record to the Gram Sabha within fourteen days of the close of each year.
