Surrender of certificate.—Every owner of a tractor plying for hire who ceases to carry on the plying of a tractor for hire shall, within thirty days of such cessation, surrender the certificate of registration to the Block Development Officer in person or by registered post, and shall inform it in Form 8 of the manner in which every market held by him has been disposed of.
