Application for registration.—Every person discharging effluent into a stream carrying on the discharge of effluent into a stream shall make an application for registration to the Board in Form B, within twenty-one days of the commencement of these rules, accompanied by a fee of two hundred and fifty rupees and a statement of every dam held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
