Surrender of certificate.—Every procuring entity who ceases to carry on the procurement of goods and services shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Controller General of Accounts in person or by registered post, and shall inform it in Form GFR 40 of the manner in which every bid held by him has been disposed of.
