Application for registration.—Every lottery agent carrying on the sale of lottery tickets shall make an application for registration to the Finance Commission in Form GFR 40, within one hundred and twenty days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every bill held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
