Surrender of certificate.—Every lottery agent who ceases to carry on the sale of lottery tickets shall, within forty-five days of such cessation, surrender the certificate of registration to the Finance Commission in person or by registered post, and shall inform it in Form GFR 12-C of the manner in which every contract held by him has been disposed of.
