Safe custody.—Every licensee of an explosives magazine shall keep every pledge to which these rules apply in a receptacle or place reserved for the purpose at the premises where the storage of explosives is carried on, shall record in Form IV the description of every pledge so kept and the date on which it was received, and shall furnish a copy of the record to the Chief Controller of Explosives within fourteen days of the close of each year.
