Surrender of certificate.—Every licensee of an explosives magazine who ceases to carry on the storage of explosives shall, within seven days of such cessation, surrender the certificate of registration to the Chief Controller of Explosives in person or by registered post, and shall inform it in Form VII of the manner in which every explosive substance held by him has been disposed of.
