Safe custody.—Every riparian owner shall keep every source of water to which these rules apply in a receptacle or place reserved for the purpose at the premises where the drawing of water from a river is carried on, shall record in Form C the description of every source of water so kept and the date on which it was received, and shall furnish a copy of the record to the Government of Himachal Pradesh within seven days of the close of each year.
