Maintenance of premises.—Every operator of a residential facility shall keep the premises where the running of a residential facility is carried on in a clean and orderly condition, shall provide for every certificate of disability kept there a place set apart for its safe keeping, shall not use the premises for any purpose incompatible with the running of a residential facility, and shall furnish to the District Level Committee in Form VII, within twenty-one days of the commencement of these rules, a plan of the premises showing the place so set apart.
