Surrender of certificate.—Every agent for collection of contributions who ceases to carry on the collection of contributions as an agent shall, within forty-two days of such cessation, surrender the certificate of registration to the Welfare Board in person or by registered post, and shall inform it in Form 16 of the manner in which every benefit held by him has been disposed of.
