Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any operator of a loudspeaker during an election dies, his legal representative shall, within seven days of the death, intimate the death to the State Election Commission in Form 2A, surrender the certificate of registration to it and furnish a statement of every report then held; and the State Election Commission shall enter the intimation in the register within ten days of its receipt.
