Surrender of certificate.—Every transporter of explosives who ceases to carry on the transport of explosives shall, within ten days of such cessation, surrender the certificate of registration to the Licensing Authority in person or by registered post, and shall inform it in Form III of the manner in which every register held by him has been disposed of.
