Conditions of registration.—Every collector of a Panchayat tax shall carry on the collection of Panchayat taxes only at the premises specified in the certificate of registration, shall keep every building in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such building for inspection on request by the Chief Executive Officer of the Zila Parishad, and shall not part with the certificate of registration to any other person.
