Surrender of certificate.—Every retail vendor who ceases to carry on the retail vend of liquor shall, within forty-five days of such cessation, surrender the certificate of registration to the Government of Himachal Pradesh in person or by registered post, and shall inform it in Form E of the manner in which every excise seal held by him has been disposed of.
