Periodical returns.—Every cable landing station operator shall furnish to the Telecom Disputes Settlement and Appellate Tribunal, within fifteen days of the close of each year, a return in Form C of the operation of a cable landing station carried on during that year, and a nil return where no such activity was carried on.
