Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the operator of a vehicle carrying hazardous substances shall apply to the Environmental Appellate Authority in Form VII for a duplicate, accompanied by a fee of five hundred rupees, and the Environmental Appellate Authority shall issue a duplicate certificate marked as such within seven days of the application.
