Application for registration.—Every donor to a political party carrying on the making of donations to a political party shall make an application for registration to the Returning Officer in Form 17A, within twenty-one days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every poster held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
