Application for registration.—Every owner of a school building carrying on the safety of a school building shall make an application for registration to the State Executive Committee in Form A, within forty-five days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every shelter held by him on the date of the application, and shall keep a copy of the application and of the statement for fourteen days from that date.
