Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the importer of pre-packaged commodities shall apply to the Consumer Protection Council in Form C for a duplicate, accompanied by a fee of ten thousand rupees, and the Consumer Protection Council shall issue a duplicate certificate marked as such within twenty-one days of the application.
