Surrender of certificate.—Every publisher who ceases to carry on the publication of a periodical shall, within fifteen days of such cessation, surrender the certificate of registration to the Broadcasting Authority in person or by registered post, and shall inform it in Form I of the manner in which every film held by him has been disposed of.
